1) What are the major problems with using nuclear weapons to achieve political ends? In particular, what was the problem with the strategy of massive retaliation? What exactly was "MAD"? What was the theory behind MAD? On what circumstances did the "balance of terror" associated with MAD rest?

2) What were the two main schools of thought in the United States on nuclear weapons? What ideas characterized each group?

3) What basic and significant decision has the U.S. made with regard to nuclear warfare? What strategy naturally flows from this decision? What are the risks of that strategy? How and why can it fail?

4) What kind of feeling must deterrence instill in an enemy? Why must we walk a tightrope with deterrence? What kind of foreign policy must we employ?

5) What specific policy initiatives does Brodie recommend to the U.S. if it is serious about deterrence?
