Tuition Exchange (TE) Program
Policy Statement, Bylaws for Export Applications
Approved by Faculty Senate: March 15, 2005

Description of Program
Saint Anselm College is a member of the National Tuition Exchange Program, which enables dependents of college and university employees to apply for tuition scholarships at numerous colleges and universities throughout the country. Saint Anselm can export dependents of Saint Anselm faculty and administrators to other schools who offer TE scholarships and Saint Anselm can import dependents of employees of other colleges and universities and provide TE scholarships for them.

Administration of the Program
The Office of Financial Aid will administer the Tuition Exchange Program. The associate director of financial aid will be the liaison with the National Tuition Exchange Program.

Export Applications

Eligibility
All full-time faculty, full-time administrative staff, and full-time administrative faculty are eligible to send out export applications in the Tuition Exchange Program according to the criteria outlined below.

Application Procedure for Export Applications

  1. The Office of Financial Aid will provide information to faculty and administrators each fall regarding how to apply for TE. In Touch, Faculty Notes , e-mail, posters, and information sessions are some of the ways the information may be relayed.

  2. The Office of Financial Aid will work with the chair of the Faculty Welfare/Academic Freedom Committee of the Faculty Senate to determine deadlines each year for institutional request forms to be submitted. The deadline applies to new and renewal applications. Application forms will be available in the Office of Financial Aid and through the committee chair. The form must be returned to the committee chair by the application deadline to be considered for the next academic year.

  3. The Faculty Welfare/Academic Freedom Committee of the Faculty Senate will decide who may be allowed to send out export applications for TE scholarships and will notify applicants of decisions.

Determination of Export Applications Available

  1. The goal of the Tuition Exchange program is to provide a tuition benefit for the dependents of college and university employees while maintaining a balance of import and export TE scholarships.  Therefore, the number of export applications the Faculty Senate committee can approve will be projected based on the history of the program here at the college, and in particular, the application trends of the most recent years of the program. Decisions regarding who may apply to other institutions for an export TE scholarship will be made on the basis of seniority of qualified, full-time service at Saint Anselm College, beginning with the first academic year of service. For purposes of this program, the academic year begins on the first day of classes. Anyone who is employed by the college by the first day of classes in an academic year counts that year as his/her first year of service. (Rationale: To allow faculty who typically begin service at a fixed time each year equal standing with administrators who may begin at any time.)

  2. At the completion of four years of participation in the Tuition Exchange Program, a participant's seniority will be recalculated for the purposes of Tuition Exchange Program participation. The year following the fourth year in the program will become the participant's "first year of qualified service" for purposes of the Tuition Exchange Program.
