Various lending libraries using OCLC to process ILL requests deem it necessary to have their symbols entered twice by a borrowing library. The reasons for this policy are many. Some libraries have staffing shortages, others have several libraries within their institution, and still others have several campuses making it necessary to ask borrowing libraries to give them more time to fill requests. Placing the library's symbol twice within the lending string gives the library the extra time needed to fill requests.

The OCLC EMST list (which is no longer maintained) was used as a starting point in compiling this list. The OCLC ILL Policies Directory was checked for each symbol. Those libraries on the list that had no EMST notation in their policy directory were contacted either by email or by phone to verify if they are currently an EMST library. A file is kept of all these communications. Libraries no longer in EMST status are moved to the list of  No Longer EMST Libraries.
